How we read it

A bank that writes a purchase mortgage at an ordinary down payment has just checked the building itself: reserves, insurance, litigation, owner-occupancy. The index (0–100) adds four parts: the share of recorded sales financed by regulated lenders over 24 months (up to 40), the lowest down payment one of them accepted (up to 35), lending in the last 12 months (up to 15) and FHA/VA programme approval (10). The absence of loans proves nothing — cash buildings are simply marked "not enough recorded loans" — so nothing here ever lowers a building's Health score.
